after watching steins;gate and reading genius the transgression i have slowly realized mad scientists are perfect for role playing. Imagine being able to build whatever you want with only some fear of it turning on you. Most setting being accessible due to having a time machine that can go into space.However the real problem is time period.
The first idea i had is modern day, the internet would be a huge boon for mad science. no more lurking in dust corners of libraries looking for that one book you remember having that passage on reanimating tissue. It's all there on google with enough searching through dark and mysterious message board.
Late 1800's to 1920's new technology was coming out everyday. And history supports the idea of insane inventions just setting around in the open letting gawkers awe in the power of your radioscopic thunder cannon. Plus things like the war of the currents are recent news and things like the hollow earth theory and spiritualism are still floating around until the 30's.
sometime around 1955- the idea of a group designed to fight communists designed by mc carthy seems just silly enough to work. although they may have lost most of their funding and have to keep stealing things from places like oak ridge that have the dreams of tomorrow today.

Anything from off the wall mad scientists with time machines shouting at the sky as they rasie the dead to the sterotypical 1950's mom who just happens to have made a death ray to pass the time after the family had tv dinners for one too many nights.

So many, good posi versions of great historic villains, some kind of mad beatnik to balence out Bill, an international ally from the war, a dissident communist would be good for the story, and perhaps a southern version of Frankenstein that makes the last remaining patent medicines and remains in business because his work.
